Unfortunately this type of problem still exists. Lax or non-existent laws regarding impeding civil duties is primarily to blame. Additionally, the lack of persons who will lobby for stronger property laws regarding finds in public spaces is evident as well. Animal law and ownership restriction are still alive and well. Turning our back while unnamed persons are seeking dogs in public areas is doing a disservice to communities as a whole. It is not more efficient nor meant as a suitable replacement to ineffective conveyances between residents ands judicially authorized animal services by city agencies.
